Meet the Management Committee

Julia Leu

President

A local Douglas Shire Council veteran with over 25 years experience; Mayor of the Douglas Shire Council from 2014 until April 2020, following six years as an independent Councillor with Cairns Regional Council.

Julia has served on the Management Committee for Port Douglas Community Service Network Inc for over 20 years and believes that the Network plays an important and vital role in the Douglas Shire, particularly for the most vulnerable in our community.

A passionate advocate for regional communities,  Julia has worked as CEO and senior executive in community, economic development, indigenous education, health, housing and community services.

Julia has served on a number of community, business and environment boards and is currently an independent Director of Ports North and the Cairns and Hinterland Hospital and Health Service. Julia is also a member of the Australian Institute of Company Directors. ï»¿

Julia has two adult sons and lives with her husband on an organic fruit farm they established 30 years ago in Lower Daintree.

Toni Hickey

Vice President

Toni moved to Port Douglas in December 2014, retiring from her position at the University of Tasmania where she had directed student administration and services for many years. Since that time, Toni has been involved in a number of community organisations in the Douglas Shire, including U3A and Pink in the Tropics. 

Toni has been a member of the Port Douglas Community Service Network Inc Management Committee for 5 years, the majority of those years while she was living in Port Douglas but also when she spent some time in Western Australia. Toni enjoys making a contribution to such a key community organisation within the Douglas Shire.

Shona Barbour

Treasurer

Shona moved to Port Douglas with her partner John Cameron to operate a business in 1995, after 20 years experience in the Banking and Financial Services sector.

Both Shona and John are keen golfers, and John is involved with the local Crocs AFL Club Committee.

Shona’s involvement with the Centre began when supporting a friend who was widowed in 2013. They enjoyed attending Tai Chi and the Friendship Group.

In March 2014, the Treasurer position became vacant. Shona was invited to join the Committee in this role, and has also undertaken the role of Secretary in previous years.

Shona enjoys her involvement with the annual International Women's Day Lunch fundraiser at Salsa Bar and Grill.

Julie Scott

Secretary

Julie moved to Port Douglas in 2020 after retirement to spend more time with her family. She has been volunteering with Child and Parent Support program since her granddaughter started in 2020 and continues to volunteer with the New Parents Group.

Julie has over 30 years experience in the IT industry working mainly in the education and community services sectors.

Julie feels strongly about the valuable services that the Port Douglas Community Service Network Inc provides to the community and is keen to contribute more as a member of the Management Committee.

Mandy Stone

Member

Mandy Stone initially came to Port Douglas last century to work at the Port Douglas Neighbourhood Centre as the Community Development Worker.

Mandy has had a number of roles in the organisation since then, including Manager, Nic Nak Shed Volunteer, Playgroup coordinator, group participant and now Management Committee member.

Mandy is a Social Worker who still works with James Cook University as a Social Work Educator. Her passion is community development and education.

Mandy has high regard for the role of Neighbourhood Centres within community and the valuable contribution to community made by local paid and unpaid staff. 

After many years Mandy has recently retired as the Port Douglas Markets Coordinator.

Neil Graham

Member

Neil found the love of his life Lesley in Port Douglas and moved here in 2022. Neil retired from a civil engineering career in May 2024 and is loving retirement. His heart is in helping others and he can see that being accelerated with doors opening through being an active participant in the Port Douglas Community Service Network Inc. He seeks to follow in his mothers and grand-mother's loving footsteps of serving the local community, previously via volunteering their time running soup kitchens, in schools, churches and hospitals in Melbourne.

Neil led NOAH - National Outreach for Affordable Housing in NSW for 4 years and has volunteered with OzHarvest in ACT for 9 years. He loves most sports and is a member of Mossman Golf Club. He is currently finalising a romance book and movie script called Redemption A Celtic Love Story.

Paula Clancy

Member

Paula moved from Victoria to Port Douglas in 2021 and brings with her a range of skills and experience in the community services sector. She is committed to making a difference in the local community and sees her role on the committee as an avenue to support the work of the Neighbourhood Centre and the broader community. Paula is a trained Coach, holds a Graduate Diploma in International Development and embraces ongoing growth and development as key to a thriving organisation.

The safety and wellbeing of children and the protection of children from harm

The Port Douglas Community Service Network Inc supports the rights of children and is committed to ensuring the safety, welfare and wellbeing of children in the Port Douglas Neighbourhood Centre and Family Support Hub.

The Port Douglas Community Service Network Inc is committed to:

  • Acting in the best interests of children
  • Responding to allegations of harm resulting from the conduct or actions of any person including that of employees, volunteers and visitors.
  • Requiring all employees, volunteers, visitors and service users to model and encourage behavior that upholds the dignity and protection of children from harm.
  • Ensuring all staff and volunteers are equipped with the knowledge, skills and awareness to support the protection of children
  • Ensuring physical environments promote safety and wellbeing, while minimising the opportunity for children to be harmed

At all times, the Port Douglas Community Service Network Inc works within our Child and Youth Risk Management Strategy which includes having relevant policies, procedures and training in place to effectively address the safety and wellbeing of children in our Centre.
